The Washington National Cathedral is a national historic icon that is in danger of falling into disrepair. Unlike most national landmarks, the Cathedral has never sought federal support for its mission. A wide range of infrastructure needs were identified by the Cathedral, and through the development of a detailed strategic plan, Carmen Group matched those needs with appropriate federal programs. Separation of Church and State made the Cathedral ineligible for many federal programs that otherwise could provide the necessary funding for upkeep.
Carmen Group worked with the Washington National Cathedral to secure competitive federal funding to ensure the Cathedral does not fall into disrepair by identifying a National Park Service grant program (Save America’s Treasures) that could provide funding for historic churches. Carmen Group worked closely with the Cathedral to amend its Historic Register nomination to correctly list the Cathedral as nationally significant to be eligible to compete for funding. Carmen Group drafted the Cathedral’s winning grant application and secured Congressional support.
Carmen Group worked with Western Development to create a Downtown Taskforce and engage DC government on a major urban revitalization project. We helped draft the city’s TIF law and implement the first significant use of TIF financing for the comprehensive multi-use development that has led to the revitalization of downtown Washington.
Carmen Group helped the developer strategically shape the Southwest Waterfront project to align with city goals and advanced it through multiple rounds of authorizations and a changing city administration to the final stage of city council approval, including securing the largest TIF/Pilot financing in city history. In addition, Carmen Group secured an unprecedented change to the affordable housing requirements for the Project through a change to local law and an amendment to the Project’s Land Disposition Agreement.
On behalf of the District of Columbia and its Medicaid serving hospitals, Carmen Group implemented a blended advocacy campaign addressing DC, Capitol Hill, the White House, the Department of Health and Human Services, and the Centers for Medicare and Medicaid Services. Carmen Group was able to produce an outcome that others had not been able to achieve over the previous 10 years. District hospitals that benefitted included Children’s National Medical Center, United Medical Center, Hospital for Sick Children, Howard University Hospital, Capitol Hill Hospital, Hadley Hospital, Providence Hospital, St. Elizabeth’s Hospital, Washington Hospital Center, Psychiatric Institute of Washington.
Carmen Group helped advocate with District and federal elected officials and health regulatory officials to demonstrate the efficacy of the new technique.
Carmen Group worked at District and federal levels to modify the Urban Area Security Initiative to include independent authorities in eligibility. Despite its critical security importance, the Airport Authority had been caught in a definition gap.
Carmen Group worked with the District government to remove a prohibition that had prevented the convenient shuttle from transporting passengers from area airports into the city.
Carmen Group helped organize a coalition of District hospitals under MedStar to win a national grant competition in which five best practices examples were chosen for the entire country. Close coordination with DC government was critical in building a winning case for a superior approach to surge capacity, emergency care capability and community preparedness for healthcare emergencies.
Carmen Group worked with Field School and the DC government to expedite the Council’s consideration revenue bonds supporting the school’s new campus. We created a strategy for executing infrastructure improvements the school was committed to and helped secure federal transportation funding. We worked with the school and their construction manager to manage all necessary permits and keep the project on schedule.
