Through a blended advocacy campaign addressing Capitol Hill, the White House, the Veterans Administration, the Indian Health Service, the Food and Drug Administration, and members of the medical device industry, Carmen Group was able to produce an outcome that could not have been accomplished via a single-pronged approach.


Metropolitan Hospital

Value Achieved

  • Played a critical role in stripping out a targeted appropriation in major legislation that would have undermined the hospital's regional interests.

Campaign
A targeted outreach effort to local council members was initiated and brought to a successful conclusion once Carmen Group, through careful research and aggressive positioning, successfully presented the hospital's substantive position regarding the relative merits of including the nefarious provision in the underlying bill.


Hospital Center

Value Achieved

  • $1 million in uncompensated costs for providing emergency services after September 11.

Campaign
Carmen Group developed the case for prompt reimbursement of losses related to September 11. We worked with Congress and the Administration to successfully advance legislation.


Metropolitan Health Network

  • Achieved funding that allowed the expansion of a clinical information system to outpatient centers critical to providing necessary care to a medically under-served and indigent population.

Campaign
Carmen Group advocated to key Members of Congress as well as key staff, presenting the hospital's case before decision makers on Capitol Hill as well as in the Administration. The case presented focused on the President's priority for providing electronic health records to Americans in the next decade.


Hospital Center

Value Achieved

  • Over $1 million in design and schematics funding to initiate the primary phase of construction of the nation's first all risks ready emergency room. The funds follow a congressionally mandated study examining the demands and requirements of handling mass casualty or mass epidemic incidents in a 21st century emergency room of a major metropolitan area.

Campaign
Using the results of the Congressional study that incorporated experts from across the nation, Carmen Group deployed a strategy featuring the deep, substantive policy which underlies the project. Due to the complexity of the program coupled with the acute design need in changes to existing emergency rooms, our substance based lobbying program featured extensive contacts with emergency hospital preparedness advocates throughout the Administration and in Congress.
