Homeland Security: Case Histories
Airports Authority
Value Achieved
- Over $2 million of homeland security funding in less than 12 months due to clarification of Congressional intent and an amendment to federal statutory language to ensure eligibility.
Campaign
Carmen Group worked with a major Airports Authority to identify and secure new federal homeland security funds. While the authorizing statutory language included public authorities as eligible recipients, appropriations did not include the same language in their definition. Surrounding states and local jurisdictions determined that the Airports Authority was not eligible. In less than 12 months, Carmen Group confirmed Congress' intention to include first responders and moved to identify the local and regional decision makers to correct the interpretation so that the Airports Authority would receive these federal funds. Additionally, to remove any future doubt, the 2005 homeland security appropriations language includes "independent authorities" as eligible recipients in the definition. As a result, the client has received over $2 million and is now eligible to receive funds from this source as long as the program exists.
Metropolitan Hospital Center
Value Achieved
- $1 million in uncompensated costs for providing emergency services after September 11.
Campaign
Carmen Group developed the case for prompt reimbursement of losses related to September 11. We worked with Congress and the Administration to successfully advance legislation.
New York City Emergency Response
Value Achieved
- $1 billion umbrella policy to provide insurance coverage to New York City and the contractors responsible for the clean-up of Ground Zero.
Campaign
Carmen Group worked closely with the White House and FEMA to secure administration support for a $1 billion insurance package covering New York City and the contractors responsible for the clean up of Ground Zero. The private market was unable to insure a situation substantially without precedent, thus requiring Federal intervention.
Major Airline Association
Value Achieved
- An immediate meeting with the President after September 11, resulting in the development and passage of the 2001 Air Transportation Safety and System Stabilization Act, a bill that created a $15 billion program to help the airline industry.
Campaign
September 11 forced the United States Government to ground commercial aviation for three days, causing the aviation industry to incur losses of $7 billion and leaving many of the U.S. airlines in economic peril.
Carmen Group worked with the Administration and Congress to help secure the enactment of a major airline relief bill, which provides $10 billion in loan guarantees to the airline industry and $5 billion in compensation to air carriers.
