
170,000 people shifted into new jobs on March 1, 2003, creating a significant challenge for the department to focus and streamline an efficient staff and organization. Nevertheless, mainly the same people will continue to patrol America's borders, analyze U.S. intelligence, secure computer networks, check for contamination of crops, respond to emergencies and guard against terrorism. Since the Department's launch tension has only increased in a world beset with conflict and a nation increasingly concerned with not only safety but also accountability.
