
Carmen Group’s Homeland Security lobbying process involves identifying policy initiatives and trends and positioning our clients advantageously. We work with Department of Homeland Security officials and officials in the underlying component agencies and related departments like the Department of Defense.
The Research & Strategy phase of our process requires working with clients and security officials to identify products and services that merit competing for limited resources. We develop a roadmap for securing contracts and appropriations, including identifying potential funding sources for alternative initiatives.
With an achievable goal clearly defined, we advance to the Execution phase and begin to advocate strongly for the federal program. Our process calls for intensifying the application of firm resources at key junctures to optimize campaign success.
Upon victory, we immediately move into the final phase of our process, Future Positioning. We seek to share the accomplishment as broadly as possible among clients, members, constituents and communities and prepare the way for future success.
