Ground Zero—The General Contractors’ Association of NYC
Carmen Group created an unprecedented concept and worked through non-traditional channels to establish a $1 billion captive insurance fund to indemnify New York City and the contractors who rushed to clean the ground zero site from health care claims.
Project ER-One—Washington Hospital Center
Carmen Group led the strategic funding campaign to establish the nation’s first federally supported initiative to develop the design concepts, features, and specifications for an all-risks ready emergency care facility.
Hoover Dam Bypass Bridge—Nevada Department of Transportation
Carmen Group developed an innovative, staged financing approach to break through procedural gridlock and coordinate Nevada, Arizona, the Federal Highway Administration (FHWA), the Central Federal Lands Highway Division (CFLHD), the Bureau of Reclamation (BOR), the Western Area Power Administration (WAPA) and the National Park Service (NPS).
SW Waterfront, PN Hoffman
Carmen Group has helped the developer advance the project through multiple rounds of authorizations and a changing city administration to the final preliminary stage of city council approval, including securing the largest TIF/Pilot financing in city history.
Tunnel and Reservoir Project (TARP)—Metropolitan Water Reclamation District of Chicago (MWRD)
Carmen Group has worked with MWRD for over two decades, stewarding a $3 billion project that protects Chicago from flooding and Lake Michigan from pollution with 112 miles of tunnels 300 feet under ground.
Washington Convention Center—Related Companies
Carmen Group advocated for the developer after a flawed municipal bidding procedure and secured compensation for all effort expended.
Katrina Restoration—Dillard University
Carmen Group secured all eligible funding and negotiated an unprecedented below-market-rate $160 million loan to help the devastated institution survive and rebuild.
Napa River—Napa Flood Control and Water Conservation District
Fifteen years ago, Carmen Group helped the City of Napa avert a “concreting” plan that narrowly addressed flooding. Since then we have secured over $100 million in federal support and worked with the Corp of Engineers to establish the national “Living River” model for greening environmental assets and optimizing economic development.
Napa County Water District
The “Living River” project, which allows the Napa River to recapture its flood plain and create over 700 acres of tidal wetlands, creates a model for the Corps of Engineers by including significant environmental benefits and features in urban flood control.
Nevada DOT
Long-term federal support through appropriations, authorizations and public-private partnerships helps build and improve highways, transit systems, airports and bridges, including the Hoover Dam Bridge, and enhances access to the world-famous Las Vegas strip.
