Proven Expertise With Public-Private Partnerships (P3s)

Through our years of expertise in the water, transportation and infrastructure arena, we have been at the forefront of meeting the growing needs of the communities and entities we serve. This involves taking full advantage of all opportunities that exist to enhance and expand project funding, including both traditional program and legislative means as well as through newer innovative financing methods and arrangements like public private partnerships (P3s) where there is growing appeal.

Infrastructure Funding Issues

The core issue several infrastructure-heavy bills will be facing: How much spending will be needed, and where will the resources come from? Because of diminished revenues from traditional sources like the gas tax, states and local entities—as well as Congress--are increasingly looking at innovative financing approaches, including tolling, bonding, and P3s.

Carmen Group Can Help

Carmen Group helps identify high value P3s early and guides project development, political authorization and funding processes for optimum results. We combine technical expertise in government infrastructure development and financing with unique insight into federal and local politics and communications. We address the complete range of opportunities and problems that surround a complex project and create tactical plans with accountable goals and milestones. We articulate strategic approaches on the front end and manage implementation even down to the one-to-one level at critical junctures. We speak the language of infrastructure and finance in a way that resonates from federal approval through local mandate. We help clients differentiate themselves from competitors and improve their successful project quantity and quality.

Competition has intensified in the public arena as traditional approaches to fund infrastructure projects suffer from decreasing tax bases in the face of increasing project demands. Banking, private equity and consulting firms have been creating practices or adding senior staff to target the long-term stable cash-flows and related opportunities associated with large-scale infrastructure development projects.

There is pressing need for new economic development, mitigation of urban congestion and improvement of decaying bridges, tunnels and roads. Creative tools like TIF, tax credits and privatization offer broad and exciting ways to approach opportunities. Yet declining municipal budgets and increasing debt pressure create political impasses.

Technical and Political Expertise

Carmen Group grounds technical understanding in political reality. We conduct strategic studies that take into account not just the kinds of infrastructure and financing approaches that could work, but also the political will to move the project forward, including identifying action levers and baselines for making go-forward decisions. We understand how to gain consensus in different camps and build synergy behind a common goal. We represent, contact, negotiate with and manage federal and local governing and authorizing bodies. We identify and facilitate new partnerships when critical skills or resources are needed.
