Dal Harper

Managing Associate

Dal Harper brings over a decade of government relations expertise to Carmen Group’s clients.  Dal has lead major legislative efforts before the Council of the District of Columbia and has secured hundreds of millions of dollars in tax abatements and infrastructure financing for District of Columbia based real estate projects.  In addition, Dal brings over a decade off expertise assisting clients leverage the District of Columbia–federal government interface. 

Dal has a strong understanding of the local real estate climate and proven success with assisting both private and public sector clients to position projects, secure approvals and realize regulatory and legislative accommodations.  He has participated in ground-breaking initiatives in the real estate, transportation, water, healthcare, education, and homeland security fields.  Dal provides strategic counsel to national real estate developers, public-private partnerships, public water resources and transportation agencies, universities, and hospitals.

Specifically, Dal drafts issue fact sheets, legislative summaries, talking points and position papers; monitors legislative and regulatory developments; and develops political, public, and community relations strategies for clients. He works closely with the government of the District of Columbia, Congress, and federal agencies to achieve client objectives.

A native of Kentucky, Dal graduated from the University of Kentucky with a Bachelor of Arts degree in International Economics and Spanish. As an undergraduate, he completed the University's Global Studies program and studied in Costa Rica for a year as a Rotary Youth Exchange Scholar.
