Franklin Silbey

Special Counsel for Oversight

Franklin Silbey leads Carmen Group’s Government Oversight Practice. He brings decades of public and private sector experience to government oversight and investigations. His focus is to create proactive and strategic communications plans to help clients effectively understand and cooperate with congressional objectives. Frank specializes in congressional, federal and corporate investigations and international research. He also has experience dealing with investigative press in the U.S. and internationally.

Most recently, Frank is president of two companies, Franklin R. Silbey Associates of Potomac, Maryland and Washington, DC, and Silbey Associates, headquartered in Palm Beach, Florida. The firms specialize in congressional investigations, corporate takeovers, mergers and acquisitions, corporate due diligence, international corporate inquiries and international research.

Frank has 17 years of specialized House and Senate staff experience. In 1972, he joined the offices of Representative John E. Moss (D-CA), the author of the Freedom of Information Act, in the newly created position of Chief of Investigations. In 1979, he was appointed staff director of the Senate Judiciary’s Oversight Committee, under Senators Max Baucus (D-MT) and Edward Kennedy (D-MA). In 1981, he became chief of investigations for the Senate Labor Committee under Senator Orrin Hatch (R-UT). His investigations have included malfunctions of the M-16 rifle, gas tank explosions of the Ford Pinto, organized crime, product safety, and deliberate Air Force misappropriations.

Frank received his B.A. from the University of Buffalo in History and Political Science. He has also served in the United States Army.
