Gary Hoitsma is a Managing Associate in Carmen Group’s industry leading Water Resources, Environment & Transportation practice. He leads a team of proven professionals to achieve client missions in areas including aviation, transit, highway, intermodal, public/private partnerships and economic development. He also directs Carmen Group’s Washington Letter on Transportation, the capital’s recognized source for industry news and trends.
Gary served eight years as press secretary and senior advisor to U.S. Senator James M. Inhofe (R-OK), the chairman of the Senate Environment & Public Works Committee and the third ranking Republican on the Senate Armed Services Committee. He has a broad range of experience developing and coordinating legislative strategies and addressing a wide variety of policy issues. Previously, he served in senior communications and research positions at the National Republican Senatorial Committee where he assisted Senate candidates in earned media, advertising and political strategies.
During the Reagan years, Gary was the top aide to the administrator of the Federal Highway Administration. He coordinated public and congressional affairs activities and helped build interest group coalitions for administration transportation policies that included the 1982 and 1987 highway reauthorization bills. In 1984, he was the director of communications at the Republican National Convention in Dallas. He has continued to serve as a senior communications staff member at every subsequent quadrennial GOP national convention.
A native of Wayne, New Jersey, Gary holds a Bachelor’s degree from Montclair State College.
