John represents clients before the federal government, provides legislative counsel, political strategy and issue oriented research. He combines career backgrounds in legislative strategy and implementation, policy analysis, constitutional and corporate law.
In the aftermath of Hurricane Katrina, John led the Dillard University team at Carmen Group to assist the revered historically black university (HBCU) in New Orleans in amending legislation which provided a $160 million, 30 year, one percent interest loan with no capital or interest repayments during the first three years of the loan. The loan enables Dillard, the most physically devastated university in the wake of Katrina, to recover and rebuild.
John also led the team comprised of District of Columbia Disproportionate Share Hospitals to correct a major technical error in DSH legislation in the Balanced Budget Act of 1997. The hard fought victory for the hospital coalition, included in the Deficit Reduction Act of 2005, amounted to an additional $20 million annually in perpetuity from the Federal Government to the District's DSH serving hospitals, helping them serve those who most need hospital care in the District's Medicaid program.
Before joining Carmen Group, John served as general counsel to several corporations, where he particularly focused on issues related to finance, real estate, intellectual property and employment. Before his tenure in private practice, John served as chief counsel of the U.S. House Judiciary Committee's Subcommittee on the Constitution. In this capacity, he was responsible for managing the subcommittee's legislative agenda with emphasis on legislative drafting, guiding legislation through the amendment process, building member and coalition support, and writing legal memoranda, committee reports detailing legislative history and intent for legislation, and speeches for members of Congress. John also assisted in developing legislative and communications strategy with the subcommittee chairman and members, the full committee chairman and members, and House leadership staff and appropriate Senate staff.
A native of the Chicago area, John received his B.A. cum laude from Tulane University, where he studied Spanish for a year at the Universidad Complutense de Madrid, Spain, and his J.D. from IIT Chicago-Kent College of Law.
