Max B. Tribble

President, Carmen Group Pennsylvania

Max Tribble is Chief Executive Officer of Carmen Group Pennsylvania, LLC.  In addition to overseeing the day to day operation of the firm, Mr. Tribble handles a broad range of legislative and policy issues for clients.  Mr. Tribble has worked in the areas of patent reform, defense appropriations and procurement, healthcare reform, and economic development assistance.  He has extensive experience in the chemical industry, representing medical service-providers, device-makers and pharmaceutical-producers, hospital and healthcare systems, and clients with Medicare and Medicaid reimbursement issues.  Additionally, Mr. Tribble has been extensively involved in the charter school movement in Pennsylvania.

Additionally, Mr. Tribble has advised numerous political campaigns on finance and media strategy.  He has been an advisor to many Senators and Congressmen and has unique insight and involvement in Pennsylvania politics.

In Washington, Mr. Tribble has represented public school interests before Congress, the Department of Justice, the Department of Education and the White House.  He has also worked with various state governments as they have overhauled primary and secondary education delivery.  Mr. Tribble has also represented non-profit organizations aimed at reducing violence in public schools and providing resources to underserved students.

Prior to co-founding Carmen Group Pennsylvania, LLC, Mr. Tribble was a partner at the firm of McGovern & Smith.  Mr. Tribble served as Deputy Finance Director for Senator Arlen Specter’s successful re-election campaign in 2004.  In that position, he managed a large direct-mail fundraising program, oversaw major fundraising events with such dignitaries as the President, the Vice President, the current and former Mayors of New York City, and numerous U.S. Senators and Representatives.

Mr. Tribble’s career in Washington, DC began with the Office of Senator Specter at a time when his office was leading an oversight proceeding into the Justice Department’s handling of a high profile national security investigation. In this capacity, Mr. Tribble worked closely with the Senate Judiciary Committee and the Government Accounting Office.
