Shannon Meadors Oscar has over a decade of federal legislative and political experience in Washington and Pennsylvania. Oscar manages a government affairs business, coordinating legislative goals and messaging for a number of clients on the federal, state and local level. As a Government Relations Consultant, she has executed strategic management of policy and financial objectives for multiple clients, coordinated opportunities with client groups and Members of Congress, and directly represented their interests in Congressional and Executive Branch agencies.
Prior to her work in the private sector, Oscar served on the legislative staff of Members of Congress in both the House of Representatives and the Senate. In the House, she worked in a senior staff position for Congresswoman Anne M. Northup of Kentucky, whose committee assignment was to the Appropriations Committee, where she was the Vice Chair of the Labor, Health and Human Services and Education Subcommittee. As part of her duties, she coordinated multiple appropriations projects for entities throughout the state, planned and prepared the Congresswoman for Subcommittee hearings on a wide range of topics following under the Committee’s jurisdiction, drafted legislation and report language and coordinated legislative tasks and agendas with White House and Congressional offices on a series of priority issues for the Congresswoman.
Her time in the House of Representatives was preceded by service in the Senate, where she worked on the legislative staffs of Senators Fred Thompson of Tennessee and Wayne Allard of Colorado. In these roles, she staffed the Senators on a number of issues, primarily focused on trade, foreign affairs, labor, and defense.
In addition to her Capitol Hill experience, she is heavily involved in local and federal political campaigns. She has worked with and advised numerous candidates and committees, including state Representatives and Senators, District Attorneys, Judges, Commissioners, and City Controllers as well as Congressmen, U.S. Senators and Presidential joint committee efforts.
Oscar received a Bachelor of Arts degree in International Affairs at the University of Colorado, Boulder. While working in Washington, she earned her Master of Arts degree in International Commerce and Policy at George Mason University.
