William Outhier

Of Counsel

Bill Outhier brings an extensive background in congressional investigations, litigation and lobbying to Carmen Group’s Government Oversight Unit. In 1997, Bill served as counsel for the Senate Government Affairs Committee’s investigation into illegal and improper activities during the 1996 federal elections. He conducted depositions, prepared hearings, and helped to prepare the final report. The following year, Bill served as counsel for the House Committee on Education and the Workforce’s investigation into the political activity of the International Brotherhood of Teamsters. Bill then returned to the Senate Committee on Government Affairs, serving as investigative counsel and Republican chief counsel for the committee. During that time, he conducted oversight and coordinated hearings on a variety of issues including,

  • The collapse of Enron
  • Homeland Security and Bioterrorism
  • The Campaign Financing Taskforce and Public Integrity Section of the Department of Justice
  • Export licensing issues involving a number of federal departments
  • Issues involving inspectors general at the Departments of Defense and Housing and Urban Development and the Tennessee Valley Authority
  • Election reform
  • The California Energy Crisis, Energy Deregulation, and the Federal Energy Regulatory Commission


While with the committee, Bill also handled a number of legislative issues including campaign finance reform, election reform, certain homeland security issues, and issues involving federal inspectors general. Bill has also worked with numerous congressional committees and departments in the federal government while in the private sector, representing clients on a number of legislative issues, federal appropriations matters, and government contracting. Bill also has served as an assistant attorney general for the State of Tennessee and is currently in the private practice of law, representing business and individual clients in commercial litigation matters.
