Postal: Summary

Proven, Substantive Postal Lobbying

Carmen Group specializes in representing the interests of Postal stakeholders and lobbying on critical industry issues. We have represented mailer interests for nearly a decade, beginning with the postal reform debate in Congress. We regularly work with U.S. Postal Service officials, members of the USPS Board of Governors, members of the Postal Rate Commission, and mailer and postal labor stakeholders and their associations. We have helped our clients achieve success in the areas of controlling rate hikes, Negotiated Service Agreements, Civil Service Retirement System pension liability, labor policy changes that benefit both industry and the unions, and rate flexibility.

Since 1998, Carmen Group has represented a Fortune 500 direct mail marketing company with annual revenues exceeding $1 billion. In this capacity, we advocate the importance of controlling rate increases and work to convey to key decision-makers the impact of mail volume loss on the U.S. Postal Service and the U.S. economy. We also seek to protect the corporation against policy that limits access to demographic information that is critical to targeted advertising and controlling advertising costs. Both mailers and advertisers benefit from this work.

Carmen Group uses our policy expertise and understanding of the legislative and administrative process to pursue specific legislative and regulatory objectives on behalf of our clients. By developing a strategic plan in coordination with our clients, we determine lobbying goals to achieve through Congress, the White House and the U.S. Postal Service.
