Carmen Group has worked closely with the General Services Administration (GSA) on real estate matters across the United States for over 25 years. We have proven success working with real estate developers and GSA on numerous property acquisition and federal leasehold issues. One of the Carmen Group’s founders is a former GSA Administrator.
Carmen Group has secured approvals for the over a quarter of a billion dollars in local TIF/PILOT project financing, secured approvals of Land Disposition Agreements for large mixed-use development projects, developed the enabling legislation for Business Improvement Districts, and worked to defeat an effort to allow a city government to abrogate leases at-will. We are noted experts in land use issues; tax and other incentives for housing, retail and entertainment uses; public property disposition regulations; federal land transfers; and federal funding opportunities in the transportation, housing, environmental, water resources, economic development, and security areas.
Carmen Group has particular expertise in the District of Columbia, which has a unique federal/city government interface. We have worked in some capacity on most of the major redevelopment initiatives undertaken by the District over the last decade.
