Our Professionals

Carmen Group’s Water Resources & Environment team combines years of lobbying experience with unique technical expertise in water resource, environment, and local government issues.  We have been actively involved in every Water Resources Development Act since 1986, as well as in securing significant federal funding in all of the Energy and Water Development Appropriations Bills since that time.  

Members of our team include:

  • Leading lobbyist of major metropolitan sewage districts, urban and rural flood control and water supply districts, environmental protection departments, water conservation districts and major ports
  • Former Federal Highway Administrator, civil engineer and community planner
  • Former Senior Advisor to Ranking Member of the Senate Environment & Public Works Committee

Santa Clara Valley Water District

Upper Guadalupe Project
An innovative project cooperation agreement with the Army Corps of Engineers allows the non-federal sponsor to begin construction early on a major flood control project that also provides extensive environmental benefits.

Napa County Water District

The “Living River” project, which allows the Napa River to recapture its flood plain and create over 700 acres of tidal wetlands, creates a model for the Corps of Engineers by including significant environmental benefits and features in urban flood control.

Riverside County Water District

Murrieta Creek Flood Control Project
A comprehensive Corps of Engineers project—providing flood control, environmental restoration and recreation—will serve as a lynchpin for economic development benefiting over 150,000 residents and laying the foundation for broader regional success.

City of St. Helena

A rural, agricultural community of 6,000 which serves as an important wine industry center receives authorization for a comprehensive flood control and environmental restoration project, including federal reimbursement for advance local efforts.
